‘Among the largest private-sector investments in Dutchess County’s history’

Dutchess County is banking on IBM’s new $2.5 billion quantum computing facility.

International Business Machines Corporation, known familiarly as IBM, has been a staple of the Hudson Valley economy for over half a century – from making aircraft fire control systems and carbines for World War II in 1941 to becoming a central hub of mainframe innovation in the 1960s and ‘70s. Now, the company is seeking a 30-year payment in lieu of taxes from the county to build a next-generation 300,000-square-foot advanced research, manufacturing, and computational complex on the Town of Poughkeepsie campus, located at 2455 South Road.

The total capital investment is “approximately $2.51 billion across the 2026–2035 program window — among the largest private-sector investments in Dutchess County’s history.”

According to the Dutchess County Industrial Development Agency, the estimated payment in lieu of taxes (PILOT) revenue for the state and region would be $7,853,985 with the anticipated sales tax revenue estimated at over $13 billion over the 30-year PILOT term.

The proposed facility would include a cryogenic plant and generator building, along with cooling infrastructure to “support IBM’s development, integration, test, and delivery of fault-tolerant quantum-computing systems.” Plans also include the renovation of approximately 44,000-square-feet of an existing building. Construction is expected to be complete by the first half of 2029.

According to the county IDA, the project would retain 2,000 high-wage jobs and create 140 new permanent jobs in addition to approximately 250 construction jobs. In addition to employment, the project “grows taxable value on the campus, and reinforces Dutchess County as a regional center for advanced manufacturing.”

The Dutchess County IDA will vote on the proposed PILOT on Tuesday, September 29, 2026 at 8am. The meeting will be streamed live and recorded on the agency’s website.

Exec says $500K from Flock contract to be diverted to ‘services that our neighbors depend on’

Following Wednesday night’s packed Flock forum in Pleasant Valley, the Dutchess County District Attorney Anthony Parisi and Dutchess County Sheriff Kirk Imperati said on Friday morning that they were “agreeing to jointly withdraw their support for Dutchess County’s continued use of Flock Safety technology.”

“We agreed that the appropriate response is to listen to our community and change course,” the officials said in a press release. “They will work with the appropriate county officials to address the steps necessary to discontinue Dutchess County’s use of Flock technology, including existing operational and contractual obligations.”

Following the sheriff and DA’s statement, Dutchess County Executive Sue Serino said the county “will be able to divert the approximate $500,000 in Flock contract costs that are currently in District Attorney’s 2027 budget submission and utilize those dollars help protect many other critical programs and services that our neighbors depend on, including EMS services, veterans, seniors and youth programming.”

The cameras associated with the Dutchess County Sheriff and Dutchess County District Attorney’s contracts with Flock Safety were reportedly taken offline on Friday, though physical removal of the cameras could take up to 30 days, Parisi said. The reversal does not include contracts between private businesses or municipalities and Flock. Dutchess County Legislator Chris Drago has called for an “an immediate suspension of data collection from county Flock cameras and the covering of existing cameras so the public knows that they are not in use.” The resolution will be discussed during a legislative committee meeting on October 8, 2026.

Lauree Ostrofsky is still scared but she’s doing it anyway. She’s introverted but she’s showing up and networking anyway – on her terms. In her 20s, she was diagnosed with a brain tumor, but not only did that not stop her, that motivated her: For the past 20 years, as a business and career strategist, Lauree has guided small businesses across the Hudson Valley, founding Hudson Valley Women in Business (HVWiB), a network of over 3,000 members around the region, serving as an executive coach for non-profit leaders and consulting small businesses as they navigate loans through her initiative with the Rondout Savings Bank.

This week, Lauree will officially celebrate 20 years of helping others take the plunge with their business ideas and careers during a special event on Tuesday, September 29, 2026 from 10:30am to 12:30pm at CoWork Kingston, 8 North Front Street. There will be snacks, beverages, interactive activities and a ribbon cutting at 11am.

But before we get to cheer for Lauree on Tuesday, we caught up with her to reflect back on her work across the Hudson Valley over two decades:

Niki@HVNY: As you look back on your 20 years of shepherding others, how does it feel knowing you have guided so many others in their careers?

Lauree Ostrofsky: Thrilling. How lucky I’ve been to live vicariously through thousands of businesses and career paths different from my own, and to be witness to so many a-ha moments.

HVNY: How did having a brain tumor impact your path?

LO: It was a tremendous catalyst. When big things happen in your life — divorce, job loss, health scares, etc — they can wake you up to what’s really important. The next step though is yours to take. So I’ll say I took a lot of steps toward the way I live my life based on the giant wake-up call I had at 28 years old.

I realized first hand how precious life is and that being in the ICU is truly scary. Not the survivable "scary" things like speaking on stages, publishing books, starting a business, standing up for what you believe in, going first to say vulnerable things in relationships. I could be brave and do those things.

HVNY: What tips do you have for someone thinking about starting her own business?

LO: Don’t assume your business will immediately pay your bills. In other words, make sure you have a steady stream of income somewhere else first. Get a side job, keep your current one a little longer, fill your savings account, move in with family.

When you feel safe and secure, especially financially, you can be more creative and thoughtful about what you build. When your business needs to provide for your stability right away, it puts too much pressure on you and it. You need a runway to figure out how this new idea is going to work for you.

HVNY: You have said you’re a shy introvert — how does that impact not only running a business, but consulting others?

LO: I share often how shy and introverted I am, because I want to remind others (and myself) that we can do things in ways that stay true to who we are. For instance, you don’t have to turn yourself into an extrovert to talk to people in a crowded room. When I’m networking, I take quiet time before and after to save up energy and I give myself a reasonable goal. Talk to three people, and then if it feels like enough I can leave.

HVNY: One of the mottos you share is “I’m scared & I’m doing it anyway” — what is something recently that you’ve been scared of doing and did it anyway?

LO: As a business owner, maker, writer, musician, entrepreneur in any sense of the word, pretty much every day has a scared & doing it anyway moment. It’s because so much of what we do is taking on a new challenge or question we hadn’t anticipated before, or proving to other people that what we’re doing is worth investing in / buying / telling other people about.

My biggest one in recent years was becoming a full time stepmom to two now-teenagers. I was scared on a daily basis that I’d mess up who they were becoming. But they needed to move in with my partner and I, that was so clear to me at the time, so every morning since I’ve had to wake up and figure it out all over again. The dinner when I told them I was scared and doing it anyway was actually the most liberating, because at least then they knew I was trying.

HVNY: Are there any local businesses you’re really cheering for lately?

LO: SO MANY. It’s my favorite past time to walk into a new business and tell the owner how excited I am for them. Right now, I’m loving my collaboration with Midtown Business Alliance serving small business owners and professionals working for themselves in midtown Kingston down the street from where I live. And of course the board and members of Hudson Valley Women in Business, my heart is always with them.

HVNY: Where are your favorite places to relax or find inspiration here in the Hudson Valley?

LO: I grew up in Dutchess County, so the grounds of the Vanderbilt Mansion are my favorite views in the region. I also love biking along the Ashokan Reservoir in Ulster County from the second or third entrances. It’s so quiet and still there.

I have long found bread to be multiply fascinating, delicious, and addictive. It is undeniably yummy and crave-worthy. There is also a brilliant alchemy in how our bodies dismantle carbohydrates into sugar to fuel our daily adventures, thriftily tucking away unused glucose into glycogen and fat reserves. Hence, my deep love-hate relationship with the victual.

This fall, as the weather cools, I will don my toque for some kitchen alchemy. I investigate with intention: satisfying and healthy fare. My scientific objective? A crusty, yet soft and chewy sourdough bread. Neither butcher, candlestick maker, nor baker am I. As a minimalist, I do not possess professional chef-gear. I am a mere columnist with some recipes, an interest in science, and a desire to find out if “homemade” is worth the effort.

Dutchess Bread Box

Historically speaking, this region knows a thing or two about grain. The Old Mill House on Beekman Poughquag Road stands as a testament to those days of yore. In the late 1700s, it was the beating heart of local agriculture, milling flour that fed George Washington’s Continental Army. By the early 19th century, Dutchess County was the state's largest flour producer.

With that legacy, it can’t be that hard to bake a simple country boule. I shall channel my inner pioneer and create a traditional free-form loaf.

Laboratory Learning Curve to Manage Microbes

Sourdough relies on biological leaveners living all around us – on surfaces, in the air, and within the flour itself. Flour contains 70-75-percent starch. When hydrated with water, natural enzymes activate and digest the starch into sugars. Then wild yeast consumes the sugars, releasing carbon dioxide and alcohol – hence the name alcoholic fermentation.

Simultaneously, healthy bacteria break down the sugars through lactic acid fermentation. The low pH environment produced by the bacteria kills off harmful molds and microbes, leaving the acid-tolerant wild yeast safe to thrive. As yeast cells naturally live and die, they provide nutrients for the bacteria.

Homemade sourdough begins with cultivating a "Starter" – a microbial consortium where wild yeast and lactic acid bacteria live together in a stable, symbiotic paste of flour and water. In this community, the ratio of bacterial cells to yeast cells is about 100 to 1. The wild yeast provide the carbon dioxide gas needed for loft, while the bacteria ferment sugars into tangy acids that provide flavor and protect the colony from spoilage.

The yeast and bacteria, my “cultural collaborators”, have been collectively named "Bready Krueger". As their host, I must feed Bready Krueger flour daily to replenish carbohydrates for the hungry microbes. It takes about 7 to 10 days to build a healthy starter.

Observations are key. The colony gives off aromas – stinky-feet, malty, even of alcohol. A boozy bouquet accompanied by a brown liquid “hooch” is a sign it is starving. Stir that stuff in for tangier bread. If I keep Bready Krueger well fed and at a comfortable room temperature, I’ll wind up with a milder loaf.

Bare Bones Baker Forsakes Convenience

Most people who bake “from scratch” are familiar with the beige granules of commercial yeast. It lies dormant until it hits warm water, then quickly ferments, feeding on sugars and releasing carbon dioxide to make bread in as little as an hour. It is convenient, though the flavor may lack complexity.

To bake a loaf of naturally fermented sourdough, you combine a portion of starter with flour, water, and salt. Building protein chains so carbon dioxide gets trapped inside requires active, periodic intervention: pulling the dough and folding it back over itself every thirty minutes for two hours. After shaping it into a loaf and granting it an overnight rest in the fridge, it's finally ready to bake!

Authentic pioneers had “bake kettles;” connoisseurs and professionals own Dutch ovens. But who needs extra kitchen paraphernalia when a roasting pan filled with boiling water on the bottom oven shelf serves well enough? Steam keeps the exterior soft so the gases inside expand rapidly, before removing the water to finish with a “dry-bake” to caramelize the crust.

With so many steps, there are plenty of opportunities for failure. My result might be a dense orb that Washington's army could shoot from a cannon. But science is trial and error. As long as there is butter to slather on my “practice loaves,” there will be no waste!

I’m not a candlestick maker, butcher, nor baker – just a “sciencey gal” with a grand plan for feeding wild microbes and living up to our region’s milling history, one loaf at a time.
