Emergency Food Assistance Information: Food banks, pantries and more in the Hudson Valley

Nearly 1 in 10 Ulster County residents – 18,000 people – depend on Supplemental Nutrition Assistance Program (SNAP) benefits to afford to eat. More than 19,000 households in Orange County depend on SNAP. In Dutchess County, about 26,130 individuals, around 8.8-percent of the population, face food insecurity. In total, according to the Regional Food Bank of the Hudson Valley, 307,000 families in the area depend on SNAP benefits.

Yet over the weekend, funding for those SNAP benefits, which 42 million Americans including 3 million New Yorkers and thousands of our neighbors depend on, were frozen due to the government shutdown.

On Monday, after rulings in two lawsuits, the federal administration said partial payments through an emergency fund could cover SNAP recipients in November, though payments could still be delayed for weeks, especially if the shutdown continues.

“Although our office is fully operational and continuing to determine SNAP eligibility, the actual transfer of benefits from New York State to EBT cards cannot occur until the federal government reopens or alternative federal funding is secured,” said Lacey Trimble, Commissioner of the Orange County Departments of Social Services and Mental Health. “Even if the shutdown ends today, November benefits will likely be delayed due to the time required for the state’s EBT vendor to process and distribute the funds.”

What Residents Need to Know:

  • October SNAP benefits have already been issued, and unspent funds remain available for use at authorized retailers and farmers markets.

  • New SNAP applications are still being accepted online at mybenefits.ny.gov or in person at local DSS offices.

  • All SNAP households should continue to complete all SNAP requirements including recertifications, periodic reports, and reporting changes to prevent a lapse in benefits once the shutdown ends.

  • Households approved after November 1, 2025 may not receive benefits until the shutdown ends and federal funding is restored.

SNAP recipients will be notified by November 1, 2025 on the status of their benefits. In the meantime, local officials, organizations and members of the community are rallying together to support – volunteer and fund – food pantries around the Hudson Valley.

Columbia County:

Approximately 5,091 individuals (3,279 households) in Columbia County rely on SNAP benefits each month, according to Greater Hudson Promise Neighborhood.

In partnership with community organizations, elected officials, and local donors, GHPN has launched this initiative to provide grocery store gift cards directly to affected families. “This approach allows families to choose where they shop and what foods best meet their needs,” organizers say. The initiative launched with a $30,000 seed donation from the Eutopia Foundation. GHPN aims to raise $100,000 by the end of November to continue providing assistance during the suspension.

Dutchess County:

In Dutchess County, 26,130 individuals suffer from food insecurity or around 8.8-percent of the population, with 1 in 4 families in Poughkeepsie facing food insecurity, according to Dutchess Outreach, a food access center. Even as the organization is experiencing numbers that have more than doubled compared pre-2020, Dutchess Outreach is preparing for another surge in community need and will remain open with chef-prepared meals served six days a week and pantry access for families and individuals in need. https://dutchessoutreach.org/

Dutchess County officials have announced the government will “commit $150,000 a week for pantries to purchase and distribute food for up to 10 weeks, if needed.” Up to $1.5million in funds to support local food pantries.

“I have been working in close coordination with our Food Security Council, and our commitment of $150,000 a week is realistic, manageable and exactly what the food pantries have told us they need to fulfill their critical mission,” Dutchess County Executive Sue Serino said. “Hunger is a human issue; no one should go hungry because of politics. It’s absolutely ridiculous that elected leaders of the greatest country on earth can’t come together to keep people from going hungry. I’m proud to say, however, that we in Dutchess County remain committed to standing by our neighbors.”

The initial installment of $150,000 will be funded with existing County funds, and the County Legislature will vote to authorize the full $1.5 million, as needed, at its Thursday, November 6 meeting.

Beacon + Newburgh Farmers’ Markets

Both the Beacon and Newburgh Farmers’ Markets will continue to process benefits as usual, and will continue to match them dollar for dollar year-round at the Market Manager’s Tent. Beginning the weekend of November 1, SNAP cardholders will receive an additional $30 in emergency Greens4Greens coupons. Beekman:

T/Clinton:

Hackett Farm Supply has set-up a “Neighbors Helping Neighbors” Food Pantry in their parking lot at 2297 Salt Point Turnpike, Clinton Corners. (In true Hackett Farm Supply fashion, the pantry is set-up in a new chicken coop!) Open to all. Donations also appreciated.

The Clinton Food Pantry urgently needs the following items, according to the town clerk: Peanut butter, jelly, canned fruit, canned soups, pasta, powdered milk, rice, beans, spagetti sauce, oatmeal, as well as baby food, personal hygiene and household items. Drop-off at the Town Clerk’s office, 1215 Centre Road, Rhinebeck, from 9am to 4pm Monday through Thursday.


Hyde Park:

The Hyde Park Food Pantry, located at 4337 Albany Post Road in Hyde Park, will be extending its hours on Friday mornings and adding an extra day of service. https://www.hpfoodpantry.org/

Millbrook:

Millbrook Community Fridge, run in coordination with the Millbrook Rotary, is accessible during Millbrook Library hours. Donations of groceries, fresh produce, pantry staples, snacks and more welcome. Volunteers to help restock and tidy the fridge also needed. Located at 3 Friendly Lane, Millbrook.

The Millbrook Food Pantry is holding a Food Drive from October 30 through November 14, 2025. Drop off items at the Town of Washington Town Hall, 10 Reservoir Drive, Millbrook or at the Village Hall, 35 Merritt Avenue, Millbrook. Most needed items include: canned goods, dry goods, cleaning supplies, proteins, and personal care items.




Poughkeepsie:

Rhinebeck:

The Rhinebeck Farmers’ Market has reactivated its Feed Your Neighbor Fund due to the pause in SNAP benefits. Through community donations, market organizers plan to offer a $25 weekly stipend in the form of RFM Plus Tokens to SNAP recipients to use during the shutdown. “All RFM Plus tokens issued reimburse the famer 100-percent for the items purchased at their stand. Orange County:

More than 19,000 households in Orange County depend on SNAP. The City of Newburgh has allocated $100,000 in emergency aid to assist city residents impacted by the suspension of these benefits. The emergency aid program will provide $150 local grocery store gift cards to nearly 700 hundred city households currently receiving SNAP benefits. Priority will be given to seniors and families at the highest risk of food insecurity following the loss of benefits, officials said.

Putnam County:

The Hastings Youth Council Food Pantry and Community Closet is open every Wednesday from 8am to 4pm on the lower level of the James Harmon Community Center, 44 Main Street, Hastings-on-Hudson.

The Hilltop Hanover Farm will be offering a free $30 voucher to all SNAP customers to use at the farm stand at 1271 Hanover Street, Yorktown Heights. Hours: Thursday - Sunday from 10am to 4pm. https://www.hilltophanoverfarm.org



Ulster County:

Nearly 1 in 10 Ulster County residents – 18,000 people – depend on SNAP benefits to afford food.

Ulster County Executive Jen Metzger has redirected nearly $350,000 to support the county’s major food pantries: People’s Place in Kingston, the Rondout Valley Food Pantry in Stone Ridge, and the Family of Woodstock with locations in Woodstock, Ellenville and New Paltz. The Family of Woodstock’s said it’s three pantries will be increasing the amount of items available, as well as distribute grocery store cards to SNAP residents in the pantry’s service area.

In partnership with the Community Foundation of the Hudson Valley, the county will also support smaller pantries through the Emergency Food Fund. Those able to contribute may visit https://ulstercountyny.gov/food-access-fund
