Public comment session on battery storage facility extended due to snow
Due to the weather, a public comment session on the draft environmental scope of a contentious battery energy storage facility in Hurley will take place over two days this week.
Alcazar ESS, LLC, a subsidiary of Terra-Gen, LLC, has proposed constructing and operating the Alcazar Energy Storage Project, a 250-megawatt lithium-ion storage system on 15-acres located on the site of the former Coleman High School at 430 Hurley Avenue in the Town of Ulster. According to the applicant, the project aims to “provide grid reliability and resiliency services to the local region, and to help integrate renewable energy into the grid.”
A public project scoping session will take place on Monday, February 23, 2026 at 6pm, and will continue to Tuesday, February 24, 2026 at 6pm at the Town of Ulster Town Hall in Lake Katrine. Pre-registration to comment will take place at the table outside the meeting room. Each speaker will get three minutes to provide comments. Officials note that this is not a question-and-answer session.
Written comments may be submitted by March 10, 2026 at 5pm in-person, or via email to the town supervisor or town clerk.
“Scoping provides an opportunity for the public to identify issues that should be evaluated during the environmental review process,” town officials said in a statement. The final scoping document will include “relevant substantive issues raised by the public.”
The meetings will also be recorded, and will be posted on the town’s YouTube channel.
